It is not yet clear how operators will respond to the service - called Eqo - which could eat into their profitable roaming revenues.
However, Todd Heintz, senior vice president of product management at Eqo, said: "They might see it as a way to increase local call revenues from foreign students and others who usually save their international calls for Skype or their home landline."
The user logs on to www.eqo.com and enters their mobile phone number. They then click on a link- sent to their handset - which downloads the Eqo software.
The mobile phone user call anyone else with the Eqo service for the cost of a local call. Calls are cheap because they are transmitted over the internet for most of their journey.
If the recipient does not have Eqo or is on a landline, the caller pays another 1p or 2p a minute for calls to the US or Western Europe.
Internet telephony player EQO Communications took its service offering to the mobile space on Wednesday, promising savings of up to 95 per cent on international calls.
But rather than taking on the multitude of players in the VoIP over wifi space, like Truphone or Gizmo, EQO is targeting the truly mobile customer base.
EQO Mobile is powered by a software application that sits on the device. When a call is placed, all the call initiation and signalling, presence and messaging is made on the data network, while the call is carried over the circuit switched network.
In this way it differs to offerings like Fring, which send all traffic over the data network and can help users sidestep restrictive data packages which ban VoIP calling.
In a nutshell, calls and SMS' between EQO users are free, while international calls are charged at local call prices.
Simon Edelstyn, general manager of EQO Europe, told telecoms.com, "The benefits of VoIP have not fully translated to mobile because the user experience is not as easy as it could be."
Edelstyn believes the user experience needs to be "click to call" without the friction of setting a device up or finding a hotspot. Although it does not support it at present a VoIP over wifi version of EQO is in the works.

Les tarifs de la téléphonie fixe chutent depuis plusieurs années. Avec la VoIP (appels qui utilisent Internet), les prix en local et à l’international ont baissé (de nombreuses destinations sont désormais incluses dans les forfaits des fournisseurs d’accès).
Le phénomène devrait être le même sur le téléphone portable. Récemment, une société française, Mobile Globe, a lancé une offre proposant des appels à l’international pour un coût global à peine supérieur à une communication locale. Le Canadien Eqo, qui lance son offre aujourd’hui, annonce mieux : un appel international pour le prix d’un appel local, à partir du moment où les deux utilisateurs disposent du logiciel Eqo Mobile.
300 modèles compatibles
Un logiciel qu’il suffit de télécharger à partir du site Internet Eqo.com. Une fois la compatibilité de votre téléphone vérifiée (Eqo serait compatible pour le moment avec 300 modèles), et votre numéro entré dans l’interface, vous recevez un SMS avec un lien cliquable. Lorsque vous cliquez sur ce lien, vous êtes connecté à un site Wap qui vous permet de télécharger le logiciel.
Appels gratuits
Avantage d’Eqo : il est complètement transparent pour l’utilisateur. A la différence d’autres logiciels existant ou des cartes pré-payées qui existent déjà sur le marché, l’utilisateur compose le numéro de téléphone de son interlocuteur. Si celui-ci a déjà installé Eqo, l’appel est alors facturé au prix d’un appel local. Sans que l’utilisateur ne s’en aperçoive, la communication est acheminée vers le numéro d’un serveur de l’entreprise, puis redirigé vers le réseau de l’opérateur. Si l’interlocuteur ne dispose pas d’Eqo, l’appel est légèrement plus cher qu’un appel local (+ 2 centimes, par exemple, pour un appel vers l’Allemagne). Autre avantage : le logiciel importe automatiquement les contacts déjà présents dans le téléphone.
Points d'interrogation
Restent néanmoins quelques points d’interrogation. Le secteur mobile est complexe et il faudra à Eqo régler les problèmes de compatibilité, afin que tous les terminaux ou presque puissent utiliser son service. Autre question : comment vont réagir les opérateurs mobiles classiques, qui se verraient là privés d'une source de revenus non négligeable...
